I'd suggest that this might be something that could be added to the instant 
replay process to determine if some of these personal fouls aren't actually a 
response to something else.  In this situation, I'm not sure it would have added 
much additional delay since there already was a delay underway.

That official wasn't watching cotton's butt. He was trying to locate
the football to determine possession, as he should have been.
