I've found that the most thorough and authoritative resource on the selection procedure is the official BCS web site itself.  Follow this link or go to the web site and click on "Selection Process".

The page does list the conference BCS bowl tie-ins.  The Fiesta Bowl is tied only to the Big 12.  The Big East is not tied to any specific BCS Bowl.

The page also includes the rule that could really hurt Stanford.  In the past when the Rose Bowl has lost teams to the BCS Championship Game, they've typically replaced the lost team with another team from the same conference.  I am sure they would love to pick Stanford if Oregon goes to the championship as expected.  However, there is a specific stipulation in place now that says:

"For the games of January 2011 through 2014, the first year the Rose Bowl loses a team to the NCG and a team from the non-AQ group is an automatic qualifier, that non-AQ team will play in the Rose Bowl."

That means that TCU/Boise State would play the Big 10 champion in the Rose Bowl this year if they, Oregon and Auburn win out.  Stanford would still be available as a choice for the other three BCS bowls, but might find itself crowded out by LSU (or another SEC at-large), Ohio State (or another Big 10 at-large) or the odd man out of TCU/Boise State.  ESPN even has Oklahoma State being chosen ahead of Stanford, though I don't know that a bowl would pick a two-loss Big 12 runner-up ahead of a 1-loss Stanford.
