[Husker] Fiesta Bowl conference ties

I'm a little confused about the Fiesta Bowl conference tie ins.  I have read that the Fiesta Bowl does have the Big 12 champ for sure (unless that team is in the BCS Championship).   It's the other tie in I'm confused about.  I have read that the other tie in is the Big East champ and I have also seen that it will be a BCS at-Large pick.  The Big East does not have a team that is currently in the top 25.

Can someone clear this up for me?
