the New York Times, which has been all over this topic. My
understanding of it is that the NFL (and lower levels who follow their
example) only require that helmets withstand the most powerful blows (the
kind that could fracture a skull), and do not monitor helmet performance
against smaller, more frequent, hits that are now understood to be just as
dangerous. Therefore, helmets *could* be safer, the technology exists, but
it has not been widely adopted. That's modern bureaucracy for you.
