For what it's worth, Harvey Perlman told the Journal-Star that the WHB report is "untrue", and Missouri refuses to comment on speculation, saying they are a member of the Big XII.

My take is that this is going to be like the episode of M*A*S*H where everybody denies the rumors and speculation of a bugout until suddenly the bugout is underway.  Everything will be denied until Tom Osborne and Harvey Perlman fly to Chicago for the press conference to announce the Big 16.

I believe "negotiations" refers to the conversation among Big 10 officials about which schools to offer. These talks are certainly taking place. The question (as always) is whether these sources are reporting accurate information.
