[Husker] USC sanctions officially handed down

He should, since the ncaa just ruled him as an ineligible player for
his Heisman season, and only an eligible player can be considered for
it.

On the death penalty, we won't ever see it again. Too much money at
stake with big schools, too little impact with small schools.
