I agree.  Nebraska appears to be somewhere between 95% and 98% in at this point. Maybe more. I think it's more of a question for the Big Ten determining who else is going to be at the press conference.  I doubt that the Big Ten announces just one team, but rather three or five, and the delay is to give schools like Notre Dame and Texas a final opportunity to join the party.

(If the Big Ten announces three new members, the door remains open for both ND and Texas, as they could still jump from 14 members to the Big Hexadecimal 10. )

Again, it looks as if Nebraska is in regardless, IF the parties can agree on the terms of entry and membership. One hint seems to be Osborne's hope that this can be wrapped up in a couple of days. I don't think he would put it that way if he were not dealing in the end game. We shall see.
