Alright, so humor me here.  
 
If Nebraska and Missouri were to join the Big-10 and Rutgers (or
equivalent) were also to join in order to create an even 14-team
conference, an Eastern and Western division would seem logical.
Geographically speaking, perhaps:

1 Illinois
2 Iowa
3 Minnesota
4 Missouri
5 Nebraska
6 Northwestern
7 Wisconsin
 
Eastern
8 Indiana
9 Michigan
10 Michigan State
11 Ohio State
12 Penn State
13 Purdue
14 Rutgers?
