One point to consider is IF any Congressional Action would be
constitutional.
The 10th amendment in the bill of rights basically says, rights specifically
granted to the Federal Government by the Constitution are reserved for the
states.
Things like national defense are on the list of powers granted to the Feds.
The most commonly used rationale for making a law is the ability to
inter-state commerce. Now that never stops congress, and the courts are not
too willing to overturn a law but it does happen. In the late 90's the
Federal Gun Free School Zone was struck down because it violated the 10th
amendment. I do expect that someone will challenge in court if Congress were
to mandate a playoff.

As much as I would love to see a college football playoff, I have to agree
more with C Jolly. I want the government out of most of my life and
billfold. I also do not think it is a governmental decision on weather or
not there is a playoff. Each university has to listen to its fan base and
then take their decision to the NCAA. Obama and his staff should be taking
care of other business not college football.
