I would be more concerned if Pelini didn't bitch Martinez out and other players were thinking it was now ok to use the phone during games. The head coach made it a point to let everyone on the team know it wouldn't fly, and I bet no one has dialed up the cell on the sidelines since. My take is that Pelini, for whatever odd reason, is not being truthful about why he hulked out on the kid, it was clearly the cell phone issue.

Yes, Taylor apparently violated a team rule.  Though Pelini has said
repeatedly it had nothing to do with a phone call.  (Do you think he is
lying?)  Regardless, violations of team rules should be addressed.  I think
when, where, and how are the issues that folks disagree on in this case.

"absolutely 100% inexcusable"  might be a little over the top.  Or not,
depends on your point of view.
