Could have been illness, a family situation - lots of reasons why you would lose a year of school.  Not common but not unheard of.  The fact that the kid will redshirt helps.  This sort of thing is really individual.    I reckon the kids teachers parents and coaches would have more information to make the right choice for this particular student.
