The coaches must have thought he could throw it at least once- on the botched reverse (when Stoops called a time out) Lee would've been expected to throw it downfield so we would've found out I guess, but alas, it never materialized.

Let's say better passer when healthy. Is he healthy? Will his injury
(whatever it is ... hand, shoulder, elbow?) let him pass the ball more than
10 yds with any zip? Could he have taken any kind of hit and gotten back up?
