[Husker] Martinez - rumored phone use

When ICoached high school track the NSAA didn't want the athletes to have cell phones in competition areas due to the camera capabilities and unfair advantage. With the possibility of gambling and other issues I would think the possibility for abuse would be even greater st the collegiate level.

That definitely is black and white thinking.  Can anyone remind me 
if the relevant rule (or rules) has actually been posted?
