I don't know how many of you have tried to write regulations, but
I have.   It's not easy writing a rule that covers ONLY the
situations you specifically want it to cover.

To me, a rule like 'no cell phone usage during games' seems pretty 
unambiguous, but if you start trying to look for exceptions, 
good luck defining them all and then limiting their use.
