I'm not so sure that an interpretation of that rule cited in the
article couldn't exclude phone calls to players while on the field.
The rule they cite is:

“only voice communication between the press box and team area is
permitted. When press-box space is not adequate, only voice
communication may originate from any area in the stands …"

And then cites the rule that says coaches phones and headsets are
exempt.  That tells me that someone could interpret the rule to say
that a cell phone call to the team area (does that include all spaces
occupied by the team during a game, including the locker room and
training area?), not originating from the press box (assuming there
was room for all the coaches) would be outside that rule.  Hey, I'm
not a lawyer, I don't play one blah, blah, blah, blah.  But it sounds
plausible to me.

Does the team have a rule/policy on cell phone use?  It may be more
restrictive, and more to the point, than the NCAA rule cited above.  I
think its clear the rule is intended to control the amount of
electronic communication available to teams (such as the opposing
team's ballboy on the other teams sidelines telling the coach across
the field what's coming up on the next play - I know, bad example).
But you might be able to stretch that rule to cover things like cell
phone communications (pictures and voice).

Just sayin'.
