Those judgment calls need to be made more consistently, or they need to be
reviewed. It's too hard at full speed for an official to determine whether
it was really a helmet-to-helmet hit.

The other problem is that you can't go around calling a personal foul every
single time a helmet grazes another helmet, which is what leads to the
judgment calls. I've seen some blatant ones get missed, and some weak ones
get called.
