A wet field certainly favors a throwing team, the WR knows when/where he
plans on cutting, but the DB has to react. 

However in a very heavy rain, the ball can get extremely heavy, hard to
throw and hard to catch. The officials will work to rotate new/dry balls in
but if there is as much rain as expected, this will make it tough to pass.
