That's not always true. I've heard Vegas guys say that sometimes they will
intentionally try and get a large sum on one side, if they think that the
consensus opinion is false.
He claimed that the Nebraska - OU game was a good example. Some Vegas guys
thought that NU might win the game, and intentionally came out with a small
line so everyone would be OU. IIRC most sites were reporting 80%-90% money
on OU for that game and I'd bet Vegas made a killing off that one.
That being said, I never bet because I know everything....including that I'm
often wrong ;)

The odds-makers DO NOT CARE who wins, all they want is for there to be equal
money
on both sides of the ledger, so that they make money on the game regardless
of who wins.
