"That" isn't a report, it is an opinion piece informed by news reports.
If Perkins wanted to create a firestorm, then mission accomplished.
If Perkins wanted to avoid a firestorm, then he is incompetent
because that has been the result of the way he has handled things.
Either way, it is a firestorm because of Perkins' actions.
The link I posted answered the question "how was [Perkins] supposed
to handle the situation" and pointed to NU's own TO as an example
of how an AD might handle such a situation without creating a
firestorm.
A few hints. As an AD:
Don't blast hundreds of people to a meeting about "a personnel matter"
and pretend it is a secret meeting.
Be outfront about the situation. In this environment, "No comment"
guarantees rampant speculation.
Handle problems as they are presented, don't dribble them out when
it suits other purposes.
As the (credible or not) writer implied, I don't think TO would
be handling this situation as Perkins has. How was Perkins supposed
to handle it? He should just ask WWTOD?
