That is correct. Currently, only NU and KSU control their own
destiny in the Big 12 North; ISU does not. If NU loses to OU,
then NU may lose control of its own destiny, but that is not
enough to give ISU control (as KSU also must lose). On the
other hand, if ISU loses to OSU, then NU will still control
its own destiny regardless of the OU game.
If NU loses to OU, but wins against KSU, KU, and CU, then NU would
have three losses and only ISU and KSU could have as few as three
losses. To have as few as three losses, both ISU and KSU would
have to win out (except the KSU at NU game).
If ISU loses another game, as seems likely with games against OSU,
CU, and @MU, they would have four losses and NU would have the
tiebreaker against KSU.
If ISU does not lose another game, they still will be eliminated
first in a three-way tie with NU and KSU on the basis of their North
division record and NU would win the tiebreaker against every other
team.
So, if NU wins out except for OU, the only scenario in which NU would
not go the the conference championship game is for ISU to win out and
for KSU to lose another game (besides NU).
