Not quite.  It is possible, though not likely, that a 5-3 Husker team  
could find itself losing out to a 5-3 Cyclone team.

That scenario requires Iowa State to win out (fairly unlikely, with  
OSU, CU and @MU remaining) and Kansas State to lose one other game  
besides their finale at Lincoln (they have KU and MU, both at home).
