It's a lateral the same as a pass to a receiver that is at the same position
on the field as the QB?

Has this ever been the case? If it has, I can't remember it in my
lifetime. For as long as I can remember, a dropped lateral has never
been any different than a fumble. I wouldn't really see the logic in
such a rule either.
