[Husker] Husker Spirit License Plates

Question for the list, as I'm not sure where to find the answer.  I have Husker license plates on our cars, and for that, I pay the state an extra $70 a year.  Recently, there was a ruling that if part of that plate fee goes to a qualified charity, that part of the plate fee is a charitable contribution and can also be deducted from your taxes.

I'm assuming that since regular "vanity" plates are $30, that the amount in question here is $40 per car.  The question is...what happens to that $40?  Does the State of Nebraska take it all, or does the $40 go to the University?  I don't see anything on the DMV site about it.   IIRC, the money used to go to the University when the program started about 15 years ago, but I don't know if that's the case.  (I have to believe it still is; otherwise, I'm sure the athletic department would be yelling about the use of the logo on plates...)
