Basically the NCAA has a program for players who have career ending injuries and are already on scholarship to be removed from the 85 scholarship limit and attend school. I have never heard of it being applied to a player before he enters college.
Many players do not want to do this, former 4* OL Ryan Schular was told by BC that he was being moved to the medical expemption scholarship but decided to transfer to see if he could still play (I Never heard if he did play).
Any interesting parellel would be Damien Peter (Jason & Christian's brother) he committed (and signed I think) to play at ND but broke a bone in his neck. I do not hink he ever played football again & also remember he tried to transfer to NU, but do not remember the whole story. Does anybody remember the details ? Did he get hurt before or after signing day ?
