I believe pass interference is unique among penalties. It is a spot foul
(i.e., the ball is placed at the spot of the foul), except for two
circumstances. If the foul occurs in the end zone, the ball is placed at
the two, but in any case, the penalty cannot be more than 15 yards. Half
the distance doesn't apply. If any of this is wrong, I was misquoted.

And Gomes was clearly, flagrantly and (dare I say it?) egregiously
pulled down by his jersey on the touchdown play.
