The decision to measure and the decision to review were made by two 
different people. The referee decided to measure before the replay 
official decided to review the play. Recall that Texas's offense was on 
the field and had nearly run a play before the ref was "buzzed". BTW, a 
review of the spot is expressly within the instant replay guidelines.
