I don't see how anyone can argue it's a strong message, unless
the message is that the penalties are likely to be light.
I'm trying to take the uncynical view that Bo might have the
same perspective about helping Christensen as Osborne did about
helping Phillips, but I think the effective result will be more
trouble in the future because it creates a perception that the
penalty is light.
I am disappointed and think this is a bad move for short-term
perceptions and for long-term realities.
