It's not a matter of priorities.  It's a matter of area of 
concern/responsibility.  When a player assaults someone, drives drunk, 
etc., it has nothing to do with their role as a player, therefore there 
is no reason for the NCAA to get involved.  However, selling tickets 
could be a  backdoor way of paying players and therefore the NCAA has a 
legitimate reason to get involved.
