It's not obvious to me.  Sure, your hypothesized motivation ("once a 
program has him we can be assured we have him for three years") is 
possible, but it could also be that Osborne believes two major life 
changes in a single year isn't good for a kid.  I'm sure there could 
be other possible motivations--especially in the mind of someone 
with a Ph.D. in educational psychology.
