I don't know if this is a symbol or what it means, but when I went out this morning a deflated basketball balloon was stuck in my tree.

All I can find is a news article from back in November on ESPN that
said this new tournament would compete with the NIT for teams, since
the NIT was purchased by the NCAA in 2005.  There's nothing else
coming up in searches for post season tournaments.

But to answer your question, maybe you don't have to be worse than
NIT-quality.  They're just sort of lowering the standard for
NIT-quality.  The article did mention that they weren't anticipating
taking sub-.500 teams, but with the total up to 113 teams in some post
season tussle, I can't imagine the 113th team selected is going to
elicit WOW's from the fans.  And let's not have that "there are a lot
of good teams left out there" discussion.  Good is certainly in the
eye of the beholder, but I'd bet there won't be many beholders.
