For one thing, all this occurred AFTER Williams signed his letter of intent.  So unless you are capable of time travel, when Callahan and Pelini recruited Williams, this was simply unknown.

As for why we still are honoring the scholarship offer after this happened, all that has been reported is the initial allegation.  There seems to be some disagreement as to who did exactly what in this situation and what the intent was.  Pelini had been quoted a month or so ago saying that the true story hadn't come out yet, and apparently still hasn't, except that the case has been plead down quite a bit.
