In around 1967,  it is said, Coach Royal at Texas turned down a bowl bid for his 6-4 team.

Buffalo did the same, as noted previously, for different reasons.  Univ of San Francisco in '51 also refused to play in bowl without their black players.

The '76 Rutgers team (11-0), is also well known for having turned down a bowl bid after they were passed over by all of the big bowls.

I'm sure that there are others, considering the fact that most bowls require the schools to purchase the unsold tickets from their allotment.
