[Husker] 2008 rule changes

I actually like the idea for one main reason, I hate when the end of my
game gets turned off to go to the next game and if the games were
consistently shorter there would be less chance of that occurring.
Living on the west coast the TV Gods can't imagine anybody being
interested in how a NU game ends.  :)

looks like some rule changes are in place for 2008.

no more horse-collar tackles.

Also, a 40 second play clock will be implemented much of the time,
except
for most 'administrative' stoppages, and additional clock tweaks...
