[Husker] 2008 rule changes

Shortening games is a great idea. Taking a game that has 60 minutes, maybe half of that actual action, but takes 3-1/2 hours to play is the reason I only watch Nebraska, Chicago Bears, and the KC Chefs games.

Football games are too long. Of course, YMMV.
