[Husker] 2008 rule changes

I'd love to have someone explain to me why the NCAA and the NFL are so bent
on shortening games.  I don't know many fans that are excited to see games
shortened.

I know it's probably all driven by T.V. $$ because they want to squeeze more
games in a day, but...

No Horse-collar is a good rule and I'm glad they put that in.

looks like some rule changes are in place for 2008.

no more horse-collar tackles.

Also, a 40 second play clock will be implemented much of the time, except
for most 'administrative' stoppages, and additional clock tweaks...
