According to the Sporting News, the NCAA is considering a 'five in five'
five year eligibility plan for football, essentially eliminating the 
redshirt year.  Presumably medical hardships will still be allowed.

This idea isn't likely to be approved until next January at the earliest
and even then it might not be implemented until the 2010 season.

I don't know that this will solve what has been one of the biggest problems
facing teams, players leaving early for the NCAA.  I also read on TSN
that over half of the players who left school early for the NFL after the 
2007 season were not drafted this spring.
