Bellotti and the NFL can say whatever they want.  Incognito was enrolled at Oregon and received a full football scholarship to do so. He was free to complete the semester on that same scholarship even after Bellotti kicked him off the team.  Maybe he never practiced with the team, maybe never even attended a team meeting, I don't know.  But he was definitely a full-boat member of the Oregon football program, team, whatever you want to call it.
