I've been in the workforce for ~30 years--in that time I've had one 
employer that did an initial evaluation within 3-6 months of hire, 
but the rest (as well as that one after the first year) have all been 
annual across the board.  Quarterly reviews sounds like a technique 
to support forced turnover in the shortest time possible.
