     I may need to elaborate a little other than to say "under 
construction".  To this point Ninth Street is down to two lanes.  
If that is the case Saturday with the added traffic it could be a 
real snarl.  Maybe their goal is to have it open by Saturday but 
right now there is construction on it from about "R" to "M".  
The "O" Street overpass has been torn out and is in the process 
of being re-built.  There is no traffic into downtown via West 
"O" period as the overpass is not open.
