I dont believe he is over the top. I think you should believe you can win or what is the purpose of playing? He wants to get them to believe in themselves. He has to have every player believing that they can win or they will not. It would be over the top for us as fans to expect them to win every game but if a coach does not have his players believing they can win then he is not doing his job.
