Pre Cosgrove defense rankings that I could find (not comprehensive). 
 
 
2000:  26th total defense, 26th scoring defense
2001:  8th total defense, 6th scoring defense
2002:  55th total defense, 45th scoring defense
2003: 11th total defense, 2nd scoring defense (and #1 pass efficiency defense)
 
2001 figures are surprising given the debacle in Boulder was that year. 
 
I bet the older data for 1998 and 1999 is available, but I gave up trying to find it.
