Good Afternoon:

Attendance at NU can vary from game to game based on the following:

Not only are fans (with tickets) counted but so is everyone else in the stadium. This includes: Media, Support Staff, Security, Concessions Personel, Ticket Takers and whoever else I forgot. 

If a game is a big media draw then the number can push attendance up by as much as 300-400 (a la USC) a game like Ball State will not attract much media attention so it's not likely anyone outside of Nebraska (except for Jason Wittlock of the Kansas City Star who attended because he's a Ball State alum) was at the game.
