According to the net, the 85 player limit (from 95) was phased in over
several years and became fully effective in the 1994-95 season.
IMHO, switching to the WCO probably improved Nebraska's recruiting class
rankings at least as much as BC's recruiting skills did, because the people
who do the rankings are among those who said TO's (and by extension FS's)
offense was hopelessly out of date.
Potential recruits believe that, especially those who have NFL dreams
while in high school.
And if recruiting class rankings was the only thing it took, Notre Dame
would have probably won half of the national championships in the 90's
and Texas the other half.
