If competing for the five star athletes and winning those battles qualifies as a recruiting master, then TO was NOT a master recruiter. If identifying the underdeveloped athlete who would later become an great athlete, then yes, he was a master. I think that most people generally associate a "recruiting master" as the former and the latter as a "player development master."
Steve Stone made the point that at least seven starters on the '95 Huskers were former walkons (and I'm pretty sure he was right). If you have seven walkons as starters, most colleges would consider that a massive recruiting failure (since you want your best players to start and you offer scholarships to the best players available). So TO did something right other than being a "recruiting master."
