[Husker] What exactly is the defense doing?

The radio PBP estimated about 1/3 of the stands were filled with red. 
And in the upper east side stands i saw empty seats also.
And on the PI that was not called if you look at the replay it looks 
like the DB had his right arm hooked into the receiver.
