Kind of a disjointed statement. He is saying what he is "led to believe" about Tom and what "everyone's told" him about Tom, not what he personally thinks of Tom. And then he drops the "you would have to address Tom on that." Why not just say the last part " I think that you would have to address Tom on that" without the lead-in? He doesn't connect the two thoughts. It feels like a slam to me.
I disagree and agree with Jon. I disagree in that I don't read this as a compliment. Backhanded if anything. I think it is an anti-compliment. (I just made that up.) I agree with Jon in that this is all much ado about nothing.
