I would think at the level of DC or lower. I don't know how the numbers work
but the new contracts for SP and BC seem like they would really complicate
things. I don't see how you get rid of Callaghan without getting rid of SP
first. If you try to get rid of both at the same time I would think that
means a lot of money--apart from the question of who you hire and what that
would cost. It's a mess beyond my ability to grasp.
