     It isn't that they can't hire people before the end of the season 
it is just that one school cannot talk to another school's coaches 
without permission at all anytime if they are under current contract.  I 
would think most situations wouldn't allow contact with their coaches 
until the completion of the season to avoid distractions.  If they allow 
it then one can contact them.  At least that is my understanding.  Mike 
Stoops is Bob's brother and permission was obviously granted by Bob in 
that case.  The Athletic Director would have to give the permission to 
talk to a Head Coach and the Head Coach would give the permission to 
talk to an assistant.
