Since they're broadcasting an OTA signal, then yes, they have to go 
digital by whatever deadline the FCC has mandated (I believe it's 2009 
now).  However, a digital signal is not necessarily high definition.  
Many digital channels still broadcast in standard definition for much of 
their programing.
