The rule of thumb on USENET was that 5% of the readers of a newsgroup
would post to it. In my experience that seems to be true for mailing
lists too.
I think web-based forums tend to have a bit higher percentage of readers
as active posters, but perhaps that's because it isn't a 'push' system
so people have to actually take the effort to go to the website, which
increases the number who are likely to say something while they're there.
The List archives were made non-public a couple of years back because
of some problems with outsiders who would read the archives then email
their snide comments to subscribers. I have considered going back to
a public archive, possibly even with an RSS feed, though that might
take some changes to the archive structure if not to the list management
software itself.
